Reunião do Diálogo Bilateral Brasil-França sobre Questões Cibernéticas

Foi realizada hoje a Primeira Reunião do Diálogo Bilateral Brasil-França sobre Questões Cibernéticas. A reunião abordou diversos temas da agenda digital de ambos os países, entre os quais segurança cibernética e Governança da Internet. Brasil e França também trocaram informações sobre os desafios do combate ao crime cibernético.

A delegação francesa foi chefiada pelo Embaixador David Martinon, Representante Especial para Diplomacia Cibernética e Economia Digital do Ministérios dos Negócios Estrangeiros e Desenvolvimento Internacional da França. A delegação brasileira foi chefiada pelo Subsecretário para Meio Ambiente, Energia, Ciência e Tecnologia do Itamaraty, Embaixador José Antonio Marcondes de Carvalho.

Public statement on the first Brazil-France Cyber Dialogue

Brazil and France held their first dialogue on cyber issues on February 18 2016 in Brasilia. The dialogue was led by Ambassador José Antonio Marcondes de Carvalho, Under-Secretary for Environment, Energy, Science and Technology of the Ministry of External Relations of Brazil and David Martinon, Ambassador for cyberdiplomacy and the digital economy of France. The dialogue involved various administrations on both sides, as well as multi-stakeholder entities (CGI.br [Brazilian Internet Steering Committee] and CNNum [French Digital Council]).

Based on a common understanding of the opportunities and challenges of the digital age, France and Brazil exchanged information on their respective  strategic priorities regarding digital issues and cybersecurity, shared views on international issues related to cyberdiplomacy (privacy, open government, international security, Internet governance) and exchanged good practices and points of contacts, laying ground for further bilateral cooperation (CERT to CERT [Computer Emergency Response Team]; law enforcement).

Both countries reiterated their commitment to a multi-stakeholder approach to  Internet governance, and recalled its complementarity with the multilateral system, as different categories of issues may require different configurations, taking into account the different roles and responsibilities of different stakeholders.

Both countries reaffirmed their commitment to pursue, within all relevant Internet governance-related fora and processes, the vision conveyed by the WSIS [World Summit on the Information Society] outcome documents. In this regard, they shared concerns regarding the ongoing IANA [Internet Assigned Numbers Authority] transition within ICANN [Internet Corporation for Assigned Names and Numbers], which may weaken the role of States in Internet governance and therefore undermine confidence in the multistakeholder model.
